Through analysis of local media coverage, institutional communications, and humanitarian reports, this study examines how the crisis exposed both structural weaknesses in governmental response mechanisms and unexpected strengths in non-state humanitarian coordination. The evidence demonstrates that despite geographical proximity and historical cooperation patterns, institutional constraints fundamentally limited effective cross-border cooperation, while humanitarian organizations demonstrated superior operational flexibility.
