Method: This qualitative study was conducted at a referral hospital for COVID-19 patients in Tehran, in 2020. The data were entered into the study by individual and semi-structured interviews from 20 participants using the purposive sampling method. Data analysis was conducted simultaneously using the directed content analysis method. Results: Data analysis results produced 850 primary codes in three predetermined categories of the Donabedian model, including structure (organizational readiness and continuous training), process (effective management and leadership, safe care, and comprehensive care measures) and outcome (professional excellence, quantitative and qualitative improvement in hospital services, and Acceptability of Healthcare Professionals). Conclusion: Need for greater preparedness at medical centers before the occurrence of biological crises, which will enhance the quality of health services provided to patients. Hospital managers can adopt appropriate strategies for improving the quantity and quality of services to patients during crises, using factors determining the quality of health services, which were extracted in this study.
