Governance of Public-Private Partnership in Critical Infrastructure Resilience

Public-private partnership has been noted as a means to enhance critical infrastructure resilience, where the public sector and private sector contribute resources jointly for the common good of resilience. Critical infrastructure resilience is the ability of critical infrastructure to withstand and recover quickly from the impact of disruptive events. Critical infrastructure is also a multi-faceted network of different sectors working together to ensure the service delivery of each infrastructure network, such as telecommunication and electricity infrastructure working coherently to ensure the delivery of electricity to its end-users. For public-private partnership to be effective and useful, there must be a governance framework or models to streamline their roles and responsibilities.

The primary objective of this research topic is to concentrate on the governance of public-private partnerships in critical infrastructure resilience, where there is a roadmap for different critical infrastructure sectors to collaborate effectively to ensure the resilience of their interdependent critical infrastructure.

The main themes for consideration include (but are not limited to):

• Understanding financial governance models
• Administrative governance models
• Building a coherent critical infrastructure sector network
• Business models in building critical infrastructure resilience
• Integration of emerging technologies (e.g., AI, IoT) in PPP-driven critical infrastructure resilience (CIR)
