The concept of optimal structural design based on minimizing total expected cost has been well established since the pioneering work of N. C. Lind and E. Rosenblueth in the 1970s, and has continued to evolve in recent studies such as Kanda (Structural Safety, 2021). However, most applications to date have focused on earthquake-induced structural behavior, while the nature of wind response is fundamentally different, particularly regarding serviceability, comfort criteria, frequency of occurrence, and long-term performance under recurring load events.
This Research Topic aims to explore rational and cost-optimal structural design approaches specifically for wind hazards, applying and expanding the total expected cost framework to address the unique challenges of wind engineering and lifecycle decision-making.
We especially welcome contributions that integrate modern probabilistic methods, Bayesian model updating, modeling of wind events, digital twin simulation, and climate change adaptations, continuing the evolution of total expected cost theory in the context of next-generation wind-resilient design.
Suggested areas of interest include (but are not limited to):
• Life-cycle cost optimization for wind-induced structural safety and serviceability; • Reliability-based design considering frequent and long-duration wind actions; • Bayesian or data-driven model updating for wind performance assessment Surrogate modeling for wind hazard simulation; • Probabilistic risk evaluation under evolving climate and urban wind environments; • Decision frameworks for retrofit, maintenance, and adaptive structural design.
