Integrating Communication Maturity and Communicative Constitution for Enhanced Organizational Performance in Public Institutions

This study examines the impact of the Communicative Constitution of Organizations (CCO) framework and Organizational Communication Maturity (OCM) on public sector performance. Integrating CCO's Four Flow Model comprising membership negotiation, self-structuring, activity coordination, and institutional positioning with OCM, the research assesses communication's role in enhancing organizational effectiveness. Utilizing data from 150 civil servants, the study applies hierarchical Structural Equation Modeling (SEM) to confirm that higher communication maturity levels significantly enhance performance. The results reveal that communication maturity, driven by clear role definitions and effective coordination, positively influences organizational outcomes. The study emphasizes the significance of membership negotiation and activity coordination in fostering better internal communication management and improving public sector performance. These findings provide practical insights for public sector managers to enhance coordination, adaptability, and stakeholder engagement, ultimately improving organizational efficiency.
