Aligning with Global North standards demands strategic policy interventions to address human and financial constraints, ensuring international competitiveness and sustainability.• Top Philippine state-funded universities-University of the Philippines (UP), Polytechnic University of the Philippines, and Mindanao State University-lead in faculty numbers, with UP securing the highest research funding and producing over 1,000 Scopus-indexed publications (2020-2024), far exceeding others (<200 publications).• Survey of 58 Filipino faculty members reveals key research challenges: time constraints, financial limitations, excessive workloads, limited research exposure, coordination issues, lack of training, family commitments, poor writing skills, low motivation, insufficient guidance, and publication pressure.• Policy recommendations include strengthening research governance, bridging disparities to enhance global competitiveness, and recalibrating standards to ensure equitable, sustainable growth in higher education.
