Influence of occupational safety culture on the occupational risk level in the organization

The research purpose is to develop a methodology for assessing the risk of occurrence of a hazardous situation, incident, etc., taking into account the level of development of the "occupational safety culture" among the organization's employees. Research on the assessment of safety culture at an enterprise and its impact on the occupational risk levels is conducted using a systematic approach, mathematical and simulation modeling. As a result of the research, a methodology has been developed for assessing the safety culture level and its influence on the risk of a hazardous event occurring. It takes into account the development of organizations using the level of compliance with requirements in Occupational Safety and Health Management Systems (OHSMS) by each employee, based on the five stages of safety culture model: 1) indifference, 2) response, 3) dependence, 4) independence, 5) interdependence. Factors determining the stages of safety culture model have been identified. The dependence is shown of the level of compliance with the OHSMS requirements by employees on the influence of managers, safety specialists and employees themselves on safety issues, implementing a systemic approach and taking into account their social interaction. The occupational risk management process has been improved, based on the safety culture level of employees. The dependence has been revealed of the safety culture level on the occupational risk level of occurrence of incidents, accidents, etc. at each stage of the "safety culture" development of enterprise employees with a change in such parameters as the initial level of compliance with occupational safety and health protection requirements by employees in the workplace, the percentage of employee awareness of the need to comply with the occupational safety requirements due to the influence of colleagues, specialists and managers. The proposed model of safety culture at the enterprise, which reproduces the hierarchy of indifference to the fulfillment of occupational safety and health protection requirements in the OHSMS by employees in the workplace, reveals three components: negligence, incompetence (lack of appropriate training) and the presence of selfish motives.
